I've never had an issue with Anker in the past, so when I first heard about this power bank's ability to pass through charge (charge both your device and the battery simulatenously) I was sold. However, after trying with multiple devices and multiple wattages of input, and reaching out to customer service to return and replace my first power bank in case it was faulty, I have still no luck with this feature. This was the main reason I purchased the power bank, and I'm really disappointed that even my replacement product does not work as advertised, especially considering how much longer I had to wait for the replacement to ship and leaving me power bank-less for a week, since the older Anker power banks are almost rendered inert by the new iPhones because next to no one owns a USB type A to USB type C cable. Will likely be returning if customer service does not respond with a solution.
10/30 Update:
After a few weeks of correspondence with Anker support, involving two replacements and patience, Anker support was able to offer me a one time exception of a full refund without return for the inconvenience. I still think Anker has great products, and their customer support is also quite solid, although there were moments they were unreasonable (asking me to try a different color as if that had an effect of the pass through charging capabilities).
Regardless, the real reason I found behind the pass through charging issue was the fact that the new iPhone pro line is capable of charging other devices like your Airpods, so when plugged into this power bank which is also being charged, the power bank think's it's receiving two inputs and turns off completely to prevent any overheating issues. It would've have been nice to have received this disclaimer in the product description, but hopefully Apple can release an update that allows their phones to recognize when power banks are attempting to charge and receive charge simultaneously.
