This indeed charges at 65w and was able to give power to a Dell XPS 17in laptop with a compatible 45w+ pd cable that I had luckily.
You need to buy a separate 65w compatible cable to use this power bank as intended (about $10-$15, inexpensive but annoying). The cable that comes with this power bank does NOT charge at 65w rates, even though it is advertised to be a 65w power bank. You won't get those 65w of power with the cable that comes with it.
11/17/2023 It works. Power delivery up to 65w and all. My review is just my personal experience and I found that the baseus website has tons more info and a customer support area (no clue how good the quality of customer support is). So if you want more accurate info, don't be shy to ask them on their website before or after buying the product. Research is key for all purchases.
Disclaimer: I bought it for $60 (59.99) and it's easiest to open if you peel the one sticker at the bottom, so don't bother with the two stickers at the top. I bought this to accompany my Thinkpad t14 gen 2 that will arrive soon. I will edit the review when I get it to see if this device can actually charge laptops as advertised.
Also it weighs about 5lb's, but that's because it's a huge battery. I have no idea how they're supposed to shrink it and make it affordable. It's about the weight of a laptop or like 3 phones.
Pros:
tons of ways to charge it, type c, lightning, and micro USB.
Tons of ports to charge devices with; 1x type-C and 4x USB ports.
Little led screen to tell you information (I won't really need the info but it's good for whoever does)
The power cable it comes with can indeed do power delivery on my phone. And it comes with Velcro to make it neat.
Cons:
Nothing related to product usage, just superficial things I don't like such as the round led thing that could have just been flat and the quality of the plastic being a fingerprint magnet. Nothing that effects usage.

You can press the power button while charging the battery or a device to switch from: power Bank battery level, voltage output, and amp output. No need to hold or long press, just a single tap and it remains on whatever you choose until you unplug a device, where it will reset to the battery level.
It's a good device, but I recommend getting a 65w wall outlet or adapter to charge it faster if you need it weekly.
